“Equipping participants with the knowledge and skills they need to ensure better management of public contracts, with a view to increasing the efficiency of action and improving the governance of local authorities”, was the aim of the training course which, from June 18 to 21, 2024 in Ziniaré, brought together local authority players, particularly financial players (people in charge of contracts, accountants, tax collectors, financial controllers, etc.) from the Central Plateau (Absouya, Méguet, Mogtédo and Zam) and Centre-Ouest (Réo) regions.) from the Central Plateau (Absouya, Méguet, Mogtédo and Zam) and Centre-Ouest (Réo) regions.
Through this training, the project aims to improve local governance in the public procurement and execution chain. The aim is to enable local authorities to better monitor the implementation of works and investments financed by the project for the benefit of small-scale artisanal mining (MAPE) players and communities in their territorial districts.
To this end, participants were provided with information on: the concept of ethics and deontology in public procurement; the guiding principles and regulatory framework for the award and execution of contracts in local authorities; the process for drawing up tender documents; the bid evaluation and selection process; and the process for archiving and documenting contracts. “This training comes at just the right time, as we are in a period of constant revision of the texts on procurement, and it’s an opportunity for us players in the field at communal level to bring ourselves up to date and better manage our files linked to public procurement,” confided Mr. Guel BASILE, in charge of public procurement for the commune of Réo.

As a reminder, the project to promote Responsible Gold Mining (Projet OR) is financed by the Swiss Development Cooperation (SDC) and implemented by the Consortium Caritas Suisse, Artisanal Gold Council and Solidar Suisse. The overall objective of the Project is: Responsible gold mining is established at artisanal mining sites in Burkina Faso, and actors in the artisanal gold production chain benefit from better services and working conditions, contribute to local development and reduce the negative impacts of the sector.
This training is part of effect 02 of the project implemented by Solidar Suisse: ” Local authorities participate in the management of artisanal mining according to their communal charters and improve trust between the various stakeholders in the sector”.
